An educational institution capable of performing its scientific and educational mission to spread knowledge, strengthen relations with other communities, meet the requirements and needs of society for scientifically qualified competencies, and keep pace with new developments and changes in its specialized fields. Providing educational programs according to quality standards in the knowledge society to prepare qualified human cadres that address the changing needs of the local and international labor market, enrich scientific research with theoretical and applied knowledge, contribute to solving societal problems, support the national economy, and optimally employ advanced technology through a stimulating educational environment for research, innovation, and human capital development.

• Providing high-quality academic programs in accordance with local and international standards and striving for excellence in their application.
• Providing higher education opportunities for holders of the General Secondary Certificate or its equivalent for Arabic-speaking students and others interested in more in-depth specialized scientific knowledge.
• Preparing and graduating highly qualified academic cadres, knowledgeable in theoretical and practical knowledge and necessary skills, capable of competing in the labor market in their field of specialization.
• Providing qualified and distinguished faculty members with their contributions and experience in their professional field and scientific production.
• Fostering a spirit of research, inquiry, and creative innovation in criticism and participation among students, providing training programs, and equipping them with scientific research skills.
• Enriching the academic library with studies that explore various issues, especially in the local environment, and proposing solutions for them.
• Participating in academic and scientific events locally and internationally, and holding workshops, seminars, and public scientific and cultural lectures.
• Building a supportive local and international administrative organization by establishing international branches according to the needs of Libyan and Arab communities.
